Under the Department of Telecommunications (DoT) OSP guidelines, an OSP is a company that runs voice-based BPO services, such as call centres and contact centres, using telecom resources from licensed telecom service providers. Purely data or internet-based services fall outside the guidelines. Since June 2021, OSP centres no longer need to register with DoT, but the guidelines still apply.
OSPs must keep call detail records (CDRs) for all voice traffic carried on their EPABX, and keep a copy of CDRs and system logs at one of their OSP centres in India. The CDRs must be kept separately for each OSP centre or media gateway. Call routing must not allow toll bypass. Work-from-home agents fall under specific conditions in the guidelines.
